At the initiative of the State Organization “Institute of Market and Economic&Ecological Researches of the National Academy of Sciences of Ukraine” a Memorandum of Cooperation was signed to establish the National Blue Economy Research Consortium of the Ukrainian Black Sea Region.
This document is a framework agreement outlining the intentions and main directions of cooperation between leading scientific and educational institutions in the region, aiming to create a modern Ukrainian marine research infrastructure – the Blue Economy National Node. The consortium’s goal is to implement priority tasks for the sustainable development of the marine sector, strengthen Ukraine’s scientific potential in the field of the blue economy, and promote integration into the broader European research area.
This initiative was developed in the context of the United Nations General Assembly’s proclamation of the “UN Decade of Ocean Science for Sustainable Development (2021–2030)” (Resolution A/RES/72/73).
The Ukrainian Blue Economy Consortium envisions active cooperation with leading European marine research infrastructures, including:
– EMSO (European Multidisciplinary Seafloor and Water Column Observatory)
– JERICO-RI (Joint European Research Infrastructure of Coastal Observatories)
– and other international scientific platforms.

- State Non-profit Enterprise “Ukrainian Research Institute of Rehabilitation and Resort Therapy of the Ministry of Нealth of Ukraine”
- Odesa National Economic University
- Odesa National Technological University
- Admiral Makarov National University of Shipbuilding
This step represents a significant contribution to the development of a national strategy for the sustainable management of marine resources and the formation of a strong research community capable of effectively addressing the challenges of climate change, marine ecosystem degradation, and the growing demands of the economy.
